Title: A dependência energética em termos de gás natural da União Europeia face à Rússia

Abstract: A energia é sem dúvida alguma um bem essencial ao desenvolvimento mundial e à população. Contudo, devido à sua relevância no panorama global é sempre uma temática cuidadosamente abordada pelas potências, quer produtoras quer consumidoras, pois os recursos energéticos tornam uma grande parte do mundo dependente de outra bem mais pequena, o que por vezes gera problemas de fácil ou difícil resolução. A União Europeia é naturalmente uma região parca em recursos energéticos, destacando-se, no entanto, o carvão que originou um conflito entre a Alemanha e a França que acabou por conduzir à 1ª Guerra Mundial e mais tarde à primeira forma de união europeia, a Comunidade Europeia do Carvão e do Aço. Assim, a União Europeia, devido ao elevado grau de desenvolvimento dos seus Estados-membros, viu-se obrigada a importar grande parte da energia que consumia, sendo a Rússia um dos principais abastecedores. Em termos de gás natural o vizinho do leste europeu é responsável por mais de 50% das importações da União Europeia. Este estudo pretende, então, abordar esta relação de dependência energética em termos de gás natural principalmente no último quartel do século XX, desde o fim da União Soviética até aos dias de hoje. Paralelamente a esta abordagem relativamente à dependência pretende-se discutir e apresentar alternativas. Numa primeira fase desta dissertação englobada no capítulo dois, aborda-se a geopolítica entre as duas potências com especial enfoque a uma Rússia acabada de sair de uma mudança radical a todos os níveis, enfrentando uma grave crise resultado de uma política de mudança na ex-União Soviética levada a cabo por Gorbatchev que se relevou desastrosa, deixando a Rússia no fundo. Contudo, a última quinzena de anos revelou um homem que mudou os destinos do gigante energético, de seu nome Vladimir Putin, que tem reservado para si os principais cargos, tendo-se revezado como Presidente da República e como Primeiro-ministro, surgindo atualmente como Presidente da República e Dmitri Medvedev como Primeiro-Ministro, sendo que a esfera do poder e da decisão na Rússia se tem mantido nestes dois políticos. O terceiro capítulo aborda com mais enfoque as relações entre a União Europeia e a Rússia, na cooperação e na política que desenvolvem conjuntamente. Para além destes dá-se um especial enfoque a situações limite que tiveram a União Europeia e a Rússia em lados opostos, como são os casos da guerra na Geórgia, dos nacionalismos das ex-Repúblicas Soviéticas e das guerras do gás envolvendo a Ucrânia e que atravessa um momento complicado enquanto nação, fruto precisamente de um braço de ferro com a Rússia que não pretende abrir mão da “soberania” que detêm sobre a Ucrânia e tenta parar uma aproximação à União Europeia, utilizando o gás natural como trunfo. Nestes últimos tempos, temos assistido a uma recomposição das relações e dos poderes entre estas duas potências. A aproximação em termos energéticos deu-se sobretudo com a aposta, tanto da Rússia como da União Europeia, de fazer passar novas rotas de abastecimento de gás natural oriundas diretamente da Rússia quer pelo norte europeu, quer pelo sul. Mas esta aposta deu-se sobretudo para evitar uma importância cada vez maior da Ucrânia nesta questão das rotas energéticas uma vez que grande parte do gás natural que provém da Rússia para a União Europeia atravessa o território ucraniano. O papel da Ucrânia ganhou ainda mais relevo com os recentes acontecimentos e levou a um esfriar desta aproximação entre as potências que a ladeiam, encontrando-se um país profundamente dividido entre o ocidente encabeçado pela União Europeia e pelos Estados Unidos da América e um leste com a Rússia a apoiar todos os movimentos separatistas no país. Finalmente abordar a dependência entre a União Europeia e a Rússia, analisando os principais gasodutos e a rede de abastecimento europeia e o poder económico das grandes empresas nomeadamente no processo de decisão nas mais elevadas instâncias políticas. O futuro desta dependência pode passar por outras opções como as energias renováveis e mesmo outros pontos de importação de gás natural como é o Magrebe atualmente. Pretende-se assim demonstrar que esta dependência avassaladora da União Europeia face à Rússia pode ser minorada se a aposta dos principais líderes políticos assim o entender, invertendo a aposta até aqui realizada. Energy is definitely an essential good for the world development and the population. However due to is relevance on the global panorama it’s always a theme carefully approach by the production and consumption superpowers, nevertheless, energetic resources take a huge part of the world dependent of other hugely smaller and sometimes that fact generates problems easier or harder to solve. European Union it’s a region naturally smaller in energetic resources, highlighting coal which originates the conflict between Germany and France and it was the beginning of the First World War and later it leads to the first formation of European Union, the European Coal and Steel Community. Withal, the European Union due to the higher development rate of its Member-States was seen obliged to import a greater part of the energy that is consumed and Russia it’s one of the major suppliers. In terms of natural gas the eastern neighbour it’s responsible for more than 50% of European Union importations. This study seeks to come up to this energetic dependence relationship in terms of natural gas mainly in the last 25 years since the end of the Soviet Union but besides this approach on the dependence it is intended to give alternatives to that. Initially for this thesis it approaches the geopolitics between the two potencies with special address in Russia ceased leaving a drastic change at all levels and it faces a serious crisis. This was a product of a political change in the former Soviet Union taken by Gorbatchev and it revel disastrous lead Russia to the bottom. Even so this last fifteen years revels a man who changed the destinies of the energetic giant, Vladimir Putin, and reserved for him the main political positions and it was been taking turns has the President of the Republic and Prime-minister. Currently emerges Dmitri Medvedev and the sphere of power and decision in Russia was been held by those two leaders. The third chapter addresses with more emphasis for the relationships between the European Union and Russia on the political and cooperation domains that both developed together. Besides this it was given a special come close to the limit situations that has the European Union and Russia in opposite sides for example the Georgia war the former Soviet Union Republics nationalisms and the gas wars involving Ukraine that faces in this moment a tricky period for the nation and it turns out to be a strong harm between Russia that don’t want to lose the domination that holds above the Ukrainians and tries to stop the European Union’s approach using the natural gas has a joker. In these last period we have assisted a definition both in the relationships and the powers of these two potencies. In energetic matters we have seen an approach mainly due to a bet by European Union and Russia of making the supply routes of natural gas coming directly from Russia by the north or the south of Europe. But this bet was made to avoid the growing of Ukraine in these matter of energetic routes once the great majority of natural gas that’s coming from Russia to the European Union go through the Ukrainian territory. The role of Ukraine gained more weight with the recent events and it led to another time of distance between the two potencies that flank her and now the country it’s deeply divided between the west lead by European Union and the United States of America and the east with Russia supporting all the separatist movements in the country. Finally aim to the dependence between the European Union and Russia analysing the main pipelines and the European supply net and the economic power of the major companies especially in the decision process in the highest political instances. The future of this dependence may go by other options as the renewable energies and other points of importation as much as Maghreb currently. It is intended to evidence that this overwhelming dependence of the European Union to Russia can be eased if the bet of the major political leaders so understand inverting the betting so far held.
