This research focuses on the global tourism education, taking as its subject the comparison of student flows directed to Coimbra and Groningen. The first located in a semi-peripheral country, Portugal, and the second located in a central country, the Netherlands. The international student is understood according to two categories, regular, when moving with the purpose to obtaining an academic degree, and mobility, when the period of time spent abroad is smaller and does not confer a degree. The diachronic analysis identified the medium size cities and intersections with cultural dynamics, based on comparative study of online cultural agendas. The synchronic approach studies the influential factors for the cross-border flow of students, based on the comparative analysis of the results of the questionnaire survey. The results of the extensive research of cultural activities allowed us to conclude that the medium-sized cities differ in terms of cultural offerings, considering the offer of Groningen more erudite and homogeneous and Coimbra more heterogeneous. The cultural consumption of international students not differs in the two countries, but depending on your academic framework, varies between regular and mobility students. The outcomes of intensive research allow us to conclude that there is a model for the predisposition of international student to study in a different country. Beginning with the individual spirit of the student, under the influence of their social and financial networks, passing by the image of receptor country. At the end emerges the mixed choice of city and university. All the motives of students in Coimbra and Groningen differ, but the dissimilarities emerge, especially in the regular students associated with the main purpose to study and mobility students, whose main focus is on tourism. Keywords: international student centers, peripheries, globalization, education, tourism.
