Reabilitação e Segurança do Centro Histórico de Vila Nova de Gaia. Um Projecto de Protecção Civil

Abstract

The Old Historic Centre of Vila Nova de Gaia is a real living document of the life conditions and construction techniques of ancestral generations representative of cultural values, namely historical, architectural, urbanistic or just emotional that cannot be lost by neglect or carelessness, as they constitute a collective memory. It is necessary to draw attention to the hygienic-sanitary issues (water supply, wastewater disposal, solid urban waste), quality of life (noise, air pollution), housing conditions, parks and leisure areas, tourism and security against fire risk that an area of this type raises, as well as emphasize procedures to adopt for promoting a more effective prevention and protection in order to preserve our historical and cultural heritage, a combination of architecture and engineering based on the social organization of its people. Thus, this work responds to a desire to contribute to the preservation of the historic center, against the risk of fire, not only in view of the ancestral floods it is subject to, as well as in view of the important geomorphological manifestations, having in mind the morphology of the area concerned and the intervention that this territory suffers every day, either by renovation in the streets, for example, the Streets Cândido dos Reis and Serpa Pinto, or intervention in heritage, in both restoration of the building and the construction of new housing and also in the rehabilitation of the waterfront, as it is the present building of a 5 Star Superior Hotel, on the middle slope with 15 700,00 m2 waterproofing soil just in the heart of the Sub-basin of Fervença with the benefits and inconveniences which will result, or the construction of new tracks, namely the circular of the Old Town on the middle slope. The answer constitutes the present Civil Protection Project with proposals for preventive, mitigating measures, with Prevention and Emergency Action Plans, pointing out Industrigaia Project, 3P Plan, intervention plan (“disaster plan”) of the fire brigade, Plan of Action in the floods and inundations, being sure that it is a task of all and for all, not forgetting the environmental emergency. The Historic Centre of Vila Nova de Gaia deserves this new effort and quoting Edmund Burke: "Nobody made a more terrible mistake than the one who did nothing because he could only do little."

O Centro Histórico Antigo de Vila Nova de Gaia é um verdadeiro documento vivo das condições de vida e das técnicas de construção de gerações ancestrais representativo de valores culturais, nomeadamente históricos, arquitectónicos, urbanísticas ou simplesmente afectivos que, por constituírem uma memória colectiva, não se podem perder por incúria ou desleixo. É necessário chamar a atenção para as questões higio-sanitárias (abastecimento de água, saneamento de águas residuais, resíduos sólidos urbanos), qualidade de vida (ruído, poluição atmosférica), condições de habitabilidade, parques e zonas de lazer, turismo e segurança contra risco de incêndio que uma área deste tipo suscita, bem como salientar procedimentos a adoptar para promover uma prevenção e protecção mais eficazes na defesa do nosso Património Histórico e Cultural, numa conjugação da arquitectura e da engenharia tendo como base a organização social das suas gentes. Assim, este trabalho responde a um desejo de contribuir para a preservação do Centro Histórico, tanto contra o risco de incêndio, como face às inundações ancestrais a que está sujeito, ou às manifestações geomorfológicas importantes, atendendo à morfologia da área em causa e à intervenção que todos os dias este território sofre, quer pela renovação nos arruamentos (por exemplo das ruas Cândido dos Reis e Serpa Pinto), quer no património, tanto na recuperação do edificado, como na construção de novas habitações e ainda na reabilitação da frente ribeirinha, como seja a actual construção de um Hotel 5 Estrelas Superior, a meia encosta, com 15 700 m2 de impermeabilização do solo, mesmo no coração da Sub-bacia da Fervença, com os benefícios e contras que advirão ou a construção de novas vias, nomeadamente a Circular do Centro Histórico, a meia encosta. A resposta constitui o presente Projecto de Protecção Civil, com propostas de medidas preventivas, mitigadoras, com Planos de Prevenção e Actuação, salientando-se os Projecto Industrigaia, Plano 3P, Plano de Intervenção dos Bombeiros, Plano de Actuação em Cheias e Inundações, na certeza de que é uma tarefa de todos e para todos, sem esquecer as urgências ambientais. O Centro Histórico de Vila Nova de Gaia merece este novo esforço e citando Edmund Burke: “Ninguém cometeu maior erro do que aquele que não fez nada só porque podia fazer pouco”.
