Abstract: Os espaços rurais sofreram fortes transformações na estrutura socioeconómica e territorial, que conduziram à necessidade de (re) pensar os processos de desenvolvimento. Apesar da paisagem rural se caracterizar pela baixa densidade, actualmente distingue-se também pela diversidade funcional. O surgimento da multifuncionalidade rural lançou novas oportunidades de reabilitação de um mundo deixado à margem, relembradas nas potencialidades e recursos endógenos que estes territórios podem oferecer às suas populações e aos agentes externos. Por outro lado, a complexidade territorial de espaços que são heterogéneos, torna ainda mais relevante a necessidade da existência de um ordenamento e planeamento que seja sensível a esta característica, que responda às necessidades do território e das populações e que possa prever desafios futuros. O território de Sever do Vouga, sendo um espaço com características marcadamente rurais, tem a particularidade de se localizar numa faixa de transição litoral/interior e a vantagem de se inserir na dinâmica Sub-Região do Baixo Vouga. Este facto confere-lhe uma acrescida diversidade paisagística, manifesta em oportunidades de maior potencial socioeconómico e territorial, que tornam relevante o interesse no seu estudo. O trabalho a apresentar segue uma abordagem metodológica que se apoia no estudo de três dimensões territoriais. A paisagem, cuja análise de parâmetros permitirá adquirir um conhecimento territorial contributivo na identificação das potencialidades e das fragilidades que, por sua vez, podem favorecer ou comprometer o desenvolvimento. O planeamento, em que através da confrontação entre as medidas planeadas e executadas se poderá avaliar o alcance do seu nível de adequação ao território. O desenvolvimento, que servirá para analisar as opções seguidas na implementação das políticas de desenvolvimento rural. Pretende-se que o resultado comprove que, o profundo conhecimento do território, obtido do estudo da paisagem, e a reflexão sobre o impacto de acções de planeamento e desenvolvimento passadas, são fundamentais no processo de melhoria contínua da escolha das opções futuras e do caminho a seguir na definição de estratégias que melhorem a qualidade de vida do mundo rural.
Rural areas experienced major changes in the socio-economic and territorial structure, which led to the need to (re) think processes of development. Although the rural landscape is characterized by its low density, nowadays is also distinguished by its functional diversity. The emergence of multifunctional rural launched new opportunities for the rehabilitation of a world left aside, remembered in the local resources and capabilities offered by this territories to their populations and external agents. On the other hand, the territorial complexity of spaces that are heterogeneous makes even more relevant the existence of a planning sensitive to this reality, able to meet the needs of the territory and its population, and capable of anticipate future challenges. The territory of Sever do Vouga, markedly a rural space, has the particularity to be located in a transition zone coast/interior and the advantage to be part of the dynamic sub-region of Baixo Vouga. This justifies its landscape diversity, manifested in increased opportunities for socio-economic and territorial potential, which make relevant interest in its study. The present work follows a methodological approach that relies on the study of three territorial dimensions. The landscape, whose analysis of parameters will allow to acquire territorial knowledge, contributive in identifying strengths and weaknesses of which, in turn, can promote or hinder the development. The planning, in which through the confrontation between the measures planned and executed, one can assess the extent of their adequacy to the territory. The development, which will serve to analyze the options taken in the implementation of rural development policies. It is intended that the final result proves that the deep knowledge of the territory, obtained from the study of the landscape, and from the impact of past actions in planning and development, are the key in the process of continuous improvement, in the choice of future options, and the way to follow in defining strategies to improve the quality of life in the rural world.
