A cidade dos outros : o caso de Quarteira

Abstract

Esta investigação é uma reflexão sobre as influências estrangeiras no meio urbano português. Mais especificamente, como os estrangeiros/imigrantes, que transportam consigo traços e fragmentos identitários de culturas distintas, apropriam os espaços das cidades, o que trazem consigo de novo, o que criam ou reproduzem neste novo ambiente urbano. Em contrapartida, como os locais reagem a estas apropriações, num espaço compartilhado, aonde os de dentro e os de fora convivem em “relativa” proximidade. O ponto de partida analítico, procura problematizar a relação de proximidade/distanciamento entre os estranhos nos espaços comuns urbanos; se realmente, a intensificação do encontro entre diferentes têm contribuído para a criação de uma cultura “democrática das diferenças”? A investigação tem como caso de estudo uma pequena cidade – Quarteira – na Região Algarvia, que recebeu nos últimos anos um número elevado de estrangeiros/imigrantes. Um dos factores apontados como força atractiva desta população para a região é do desenvolvimento do sector do turismo, que iniciou nos anos 60 e até hoje é preponderante nas políticas de desenvolvimento local. Desta forma, um dos pontos que o estudo debruçar-se-á será o das alterações não apenas morfológicas, mas também em todo ambiente urbano, a partir da entrada do sector do turismo, no Algarve, com o caso de Quarteira. Qual o impacto dessa “nova” forma de pensar e reestruturar a cidade? A cidade é vista como palco que propicia o encontro dos diferentes. A investigação recorre a ideia do teatro como lugar de excelência onde os actores em cena negoceiam a sua história. No palco vivenciam papéis, há interacção, partilha e conflito; o cenário é coberto por uma carga simbólica, onde cada objecto evidencia usos negociados em momentos de interacção. Na relação entre os locais e os de fora, este estudo procurará entender como se dão as negociações entre diferenças nos espaços comuns da cidade, quais os laços vincados com os outros (os de dentro) e com a cidade?

This research is a reflection on the foreign influences in Portuguese urban areas. To be specific is how the foreign/immigrants, who carry on the features and fragments of distinct cultures take over the city spaces, what novelties can they bring, what they create or reproduce in this new urban environment? On the other hand the local’s reaction to this takeover, in a shared space, where the insider’s and the outsider’s interact with “relative” proximity. The analytic start will question the proximity/distance relation between the strangers in the commune urban spaces; if in fact, the more intensive meetings between different people have contributed to the birth of a “democratic culture of differences”? This research make focus to a small city located in Algarve, which received in the past years a high number of foreigners/immigrants. One of the reasons pointed as an attractive force, that leads this population to this area, is the development in the tourism industry, which started in the 60’s and today is still crucial in the development politics’ at this place. This way, one of the subjects this research will tackle, will be not only about the morphologic changes, but also in the entire urban environment, since the appearance of the tourism industry in Algarve, looking more carefully to the example of Quarteira. What's the impact created from this new way of thinking and reconstructing the city? The city is seen as a stage that offers meetings between different people. This research uses the idea of theater as a place of excellence, where the actors “negotiate” their history. On the stage, they experience different roles: there is interaction, sharing and conflict; the scenery is full with a symbolic load, where each object stands out as a negotiation technique during the interactive scenes. When it comes to the relationship between the locals and the outsiders, this study will try to understand how the negotiations take place among differences in the common spaces in the city, which are the persisting bonds between the others (insiders) and the city?
