Abstract: Este artigo analisa as relações entre a União Europeia (UE) e a Rússia em matéria de energia, com particular enfoque no gás natural, sob uma perspetiva de análise de segurança ontológica. Com base na evolução destas relações, com momentos de cooperação e competição, e com um registo de transformação de uma leitura economicista da energia para uma leitura geopolítica e securitária da mesma, o artigo visa perceber de que modo a perceção de segurança vem moldando políticas e práticas. Uma abordagem de (in)segurança ontológica permite perceber como os atores se autodefinem e têm vindo a lidar com incerteza e ansiedade causada pelo desacordo nesta matéria e a sua tradução em medidas concretas de retaliação em termos de preços, volume de abastecimentos, contratos comerciais, e identificação de alternativas – com impactos nacionais e transnacionais. O artigo argumenta que a perceção de insegurança ontológica na Rússia e na UE tem vindo a marcar esta relação, reforçando narrativas de afirmação de autonomia numa lógica interdependente assimétrica, que têm contribuído para maior ansiedade, e logo para continuidade nestas perceções de insegurança.
This article analyses energy relations between the European Union (EU) and Russia, with a particular focus on natural gas, from an ontological security perspective. Starting from the evolution of these relations, marked by cooperation and competition, and the transformation of an economic reading of energy to a geopolitical and security one, the article aims to understand how the perception of security has been shaping the policies and practices of these two actors. An ontological (in)security approach allows us to understand how actors define themselves (the self) and have been dealing with uncertainty and anxiety caused by disagreement in energy matters. It also allows to look at the translation of policies into concrete practices, such as retaliation measures in terms of prices, volume of supplies, trade contracts, and identification of alterna-tives – with national and transnational impacts. The article argues that the perception of ontological insecurity in Russia and the EU has been marking this relationship, reinforcing narratives of affirmation of autonomy in an asymmetrical interdependent logic, which have contributed to greater anxiety, and thus to continuity in these perceptions of insecurity.
