SERVIÇO SOCIAL, TECNOLOGIAS DE INFORMAÇÃO E COMUNICAÇÃO NA SAÚDE: Um estudo qualitativo exploratório em tempo de pandemia COVID-19

Abstract

History has relied on the biography of Social Work in health area since its genesis. Descending from the Industrial Revolution, and therefore from the deterioration of the quality of life of workers and of the environment itself, the Social Work has imprinted in its genetics the intervention in crisis and emergency contexts, particularly in public health. Since the declaration by the World Health Organization (WHO), on March 11, 2020, of a global pandemic caused by COVID-19, Social Workers have been called upon to intervene on the "front line", now, with the need to reflect and reconfigure their action.This work intends to analyze and understand the triad between the globalization of societies, the existing fragilities eviscerated by the pandemic caused by COVID-19 and Social Work. Once again, history and its context, summon Social Work to act creatively, now with the input of technology, at a time when the old fear of the Other took the form of physical distance, and which at the same time allowed social work to reinvent without becoming “detraditionalized” in its structure.The research work presented here consists of a qualitative investigation whose empirical study focuses on the practice of Social Work in the Health area, namely in the Integrated Continuing Care sector. Represented by a sample of 6 Social Workers, it intends to understand to what extent the pandemic caused by COVID-19 challenged the intervention of the social work in its operative technical dimension, without losing sight of its humanist ethical project whose post-modern era insisted on catapulting, to the technological and measurable domain, in terms of effectiveness and efficiency.The results obtained reveal that the challenge is and will be to use information and communication technologies in a strategic and democratic perspective of getting closer to those who serve, not replacing common sense and human empathy.

A História tem contado a biografia do Serviço Social na área da Saúde desde a sua génese. Descendente da Revolução Industrial, e, portanto, da deterioração da qualidade de vida dos operários e do próprio meio ambiente, o Serviço Social tem impresso na sua genética a intervenção em contextos de crise e de emergência, nomeadamente de saúde pública. Desde a declaração pela OMS, a 11 de março de 2020, de pandemia mundial provocada pela COVID-19, que os Assistentes Sociais foram chamados a intervir na “linha da frente”, agora, com necessidade de refletir e reconfigurar a sua ação. Este trabalho pretende analisar e compreender a tríade entre a globalização das sociedades, as fragilidades existentes esventradas pela pandemia provocada pela COVID-19 e o Serviço Social. Mais uma vez a História e o seu contexto convocam o Serviço Social a agir criativamente, agora com o input da tecnologia, num momento em que o medo antigo do Outro assumiu a forma de distanciamento físico, e que em simultâneo permitiu ao serviço social reinventar-se sem se “destradicionalizar” na sua estrutura. O trabalho de pesquisa aqui apresentado é constituído por uma investigação de cariz qualitativo cujo estudo empírico se debruça sobre a prática Serviço Social na área da Saúde, nomeadamente no setor dos Cuidados Continuados Integrados. Representado por uma amostra de 6 Assistentes Sociais, pretende compreender em que medida a pandemia causada pela COVID-19 desafiou a intervenção do serviço social na sua dimensão técnico-operativa, sem perder de vista o seu projeto ético-humanista cuja era pós moderna teimava em catapultar para o domínio do tecnológico e do mensurável, ao nível da eficácia e da eficiência.Os resultados obtidos revelam que o desafio é, e será, o de utilizar as tecnologias de informação e comunicação numa perspetiva estratégica e democrática de se aproximar a quem serve, não substituindo a sensatez e a empatia humana.
