Title: The architecture of a consul for a consul: Palladianism and Republicanism in John Whitehead's work at Oporto during João de Almada's office

Abstract: This Dissertation examines the interrelationships between Palladianism and Republicanism in Oporto during the government (1757–1786) of João de Almada e Melo (1703–1786). It focuses on the architecture which the British Consul – John Whitehead (1726–1802) – built in the city, questions why the former sponsored the architectural style of the latter, and considers how this initiative, of introducing a Palladian nature in the rectification of a Medieval fabric, formed part, within the context of the Inquisition and a non-constitutional monarchy, of a broader perspective, encompassing an empathy for an alternative form of governing and being governed. Drawing on the study of the ideology of the patronage of English Palladianism, on the analysis of the political thoughts that seem to have been expressed by John Whitehead and João de Almada, and on the subsequent identification of the connection between these discourses and the order of the Palladian theory and practice, THE ARCHITECTURE OF A CONSUL FOR A CONSUL reads John Whitehead’s all’antica architecture in Oporto as the physical object of the idea of an abstract Respublica Felix where, in the image of the heads of state of one of the periods of ancient Rome, João de Almada performed like a Roman consul. This reading, fundamentally derived from primary sources, is supported by the contents in available texts published during the post-English Civil War (1642–1651) era. Moreover by examining the political model of Andrea Palladio’s (1508–1580) homeland – La Serenissima – as a vehicle for approaching Antiquity, this fostered the republican analogy that rose to prominence in England in the course of the Glorious Revolution (1688). Evidence is also to be found in correspondence recounting John Whitehead’s political and religious ideas; in the tracts that were published in Oporto under João de Almada’s patronage; and in the treatises, which promoted the taste for importing Palladianism into the English architectural arena of the first half of the eighteenth century. Specific visits to personally examine the works by Andrea Palladio, the introducer of Palladianism in England – Inigo Jones (1573–1652) –, and a schoolfellow of John Whitehead – John Carr of York (1723–1807) –, as well as the production and presentation of analytical drawings, identifying a common stylistic grammar, allow verification of how Palladian the Palladianism that John Whitehead and João de Almada left in Oporto actually is. Finally this opens to conjecture and further investigation influence of this legacy in Oporto’s architecture of the nineteenth and twentieth centuries.

Abstract: A presente investigação visa analisar a validade do conceito de proporção - enquadrado apenas na genealogia euclidiana de labor artesanal - na prática do projeto arquitetónico contemporâneo, balizando o objeto de estudo no universo português a partir de meados do século XX.
Dominante no curso da história da arquitetura embora questionado teoricamente a partir do século XVII, este é um conceito que, muito por força de uma fação algo obsessiva e especulativa atuante em fase avançada do século XIX e primeira metade do século XX, viu o preconceito anunciar-lhe a decadência teórica atirando o tema para a obscuridade. Enaltecida no passado a proporção de linhagem clássica, agora confrontada com o novo paradigma pós-moderno (avesso a meta-narrativas), há décadas que parecia não encontrar o seu lugar. O termo, como veremos, mostrando desde cedo uma persistente dificuldade de definição, tendeu à opção pela sua significação estrita (sistémica), contribuindo não só para o sedimentar de ideias erróneas, como para ocultar as suas múltiplas camadas, isto é, a sua inesgotável riqueza. Na teoria, preconceitos delineados em três grandes frentes incutiram a prevalência de um clima de desconfiança. Contribuições dos sistemas proporcionais recentes mais significativos, embora celebrados pela valia intelectual, acabariam por ver-se simultaneamente questionados tanto nos seus propósitos de universalidade como de sistematicidade. O desconforto da regra, lida como fórmula, surtia contestação ignorando as reais potencialidades das ferramentas. No exercício da prática, contudo, o trabalho foi-se desenvolvendo em silêncio, comprovando capacidades de renovação.
Enquanto pesquisa eminentemente analítica, foram selecionados nove dos arquitetos portugueses de maior reconhecimento para observação de metodologias diferenciadas, particularizadas em duas obras por autor: João Álvaro Rocha, João Mendes Ribeiro, Raúl Hestnes Ferreira, João Luís Carrilho da Graça, Manuel Tainha, Gonçalo Byrne, Aires Mateus, Eduardo Souto de Moura e Álvaro Siza Vieira. Uma amostra suficientemente robusta para a validação do conceito na contemporaneidade, expondo simultaneamente um traço de caráter da arquitetura portuguesa. Conforme veremos, uma dimensão intrínseca ressoa na composição dos exemplos analisados, num trabalho que se expande da manipulação dos sistemas geométricos para a subtileza de estratégias mais vastas, capazes de instituir ordenação e significado a uma resolução equilibrada entre as partes e o todo. Uma contribuição técnica, instigadora à supremacia poética.
Partindo de uma análise crítica ao estado da arte, enquanto meio à formulação justificada da problemática, a tese objetiva-se no exercício da análise, um processo cumprido como trabalho de laboratório visando delinear diretrizes instrumentais e metodológicas, passíveis de confirmar a validade da proporção para o exercício da arquitetura na atualidade. Uma síntese conclusiva define a nota de fecho, servindo de base a investigações futuras com vista a uma revisão atualizada da teoria.
Confirmada essa validação, vêem-se descodificados instrumentos e métodos capazes de fornecer pistas valiosas à prática profissional do arquiteto de hoje, ancorando o tema numa continuidade clássica com o passado, capaz de vislumbrar vínculos sólidos para o futuro da disciplina.; This research aims to analyze the validity of the concept of proportion - framed only in the Euclidean genealogy of artisanal labour - in the practice of contemporary architectural design, locating the object of study in the Portuguese universe from the mid-twentieth century on.
Dominant throughout the course of architectural history, although theoretically questioned from the 17th century on, this is a concept that, much by force of a somewhat obsessive and speculative faction acting in the late 19th century and first half of the 20th century, saw prejudice against it announce its theoretical decadence, throwing the theme into obscurity. Praised in the past, proportion of classical lineage, now confronted with the new postmodern paradigm (averse to meta-narratives), spent decades seemingly unable to find its place. The term, as we shall see, showing from early on a persistent difficulty of definition, tended to opt for its strict (systemic) meaning, contributing not only to the sedimentation of erroneous ideas, but also to hide its multiple layers, that is, its inexhaustible richness. In theory, prejudices outlined on three major fronts have instilled the prevalence of an atmosphere of distrust. Contributions from the most significant recent proportional systems, while celebrated for their intellectual worth, would eventually find themselves simultaneously questioned in both their purposes of universality and systematicity. The discomfort regarding the rule, understood as a formula, resulted in contestation that ignored the real potentialities of the tools. In practice, however, the work kept developing silently, proving its capacities for renewal.
As an eminently analytical research, nine of the most renowned Portuguese architects were selected for observation of different methodologies, particularised in two works per author: João Álvaro Rocha, João Mendes Ribeiro, Raúl Hestnes Ferreira, João Luís Carrilho da Graça, Manuel Tainha, Gonçalo Byrne, Aires Mateus, Eduardo Souto de Moura and Álvaro Siza Vieira. A sufficiently robust sample for the validation of the concept in contemporaneity, simultaneously exposing a character trait of Portuguese architecture. As we shall see, an intrinsic dimension resonates within the composition of the analysed examples, in a work that expands from the manipulation of geometric systems to the subtlety of broader strategies, capable of instituting order and meaning to a balanced resolution between the parts and the whole. A technical contribution, instigating poetic supremacy.
Starting from a critical analysis of the state of the art, as a means to the justified formulation of the problematic, the thesis centers towards the exercise of the analysis, a process fulfilled as laboratory work aiming at outlining instrumental and methodological guidelines, capable of confirming the validity of the proportion for the exercise of architecture today. A conclusive synthesis defines the closing note, serving as a basis for future research seeking an updated review of the theory.
Once this validation is confirmed, we see the decoding of instruments and methods capable of providing valuable clues to the professional practice of today's architect, anchoring the theme in a classical continuity with the past, capable of glimpsing solid links for the future of the discipline.

Abstract: É do entendimento da relação entre Cidade, Arquitetura e Projeto que nasce a questão de
investigação aqui apresentada: Que projeto para a cidade da Guarda? É uma pergunta que
tem subjacente a compreensão da cidade enquanto projeto cultural e político de um coletivo,
onde a arquitetura é a sua expressão material, manifesta nas suas mais diversas formas,
construída em múltiplos tempos. Este estudo parte da condição ontológica da arquitetura
definida desde a antiguidade clássica. Tem como ponto de partida o conceito de projeto como
ferramenta intrínseca ao conhecimento e organização do espaço, através da qual a arquitetura
atua na mediação da realidade contingente.
Foi das respostas dadas pela arquitetura, em especial a partir dos anos 60 e na escola
italiana que a importância da ideia de cidade reemerge perante o questionamento sobre as
transformações urbanas aceleradas do pós-guerra. A atenção ao projeto e à necessidade da
sua leitura história é reiterada por Rossi, Tafuri e Aureli. Respetivamente e com objetivos
diferenciados, estes autores decidem-se pelo projeto e no esclarecimento das condições do
seu exercício, pelo projeto histórico e pelo projeto formal enquanto também político. Mas
essencialmente como forma de combater os processos contemporâneos de fazer cidade,
nomeadamente pela urbanização. Não obstante, a leitura projetual da cidade faz-se dos
espaços e formas da cidade, mas também, das motivações, ideologias, aparatos e discursos
que fazem cada momento histórico, como esclareceram Lefebvre e Foucault .
Na urgência de um pensamento sobre a Guarda, examina-se a cidade com o principal
objetivo de criar o lugar para pensar o seu projeto, na sua dimensão política que também é
formal. Para tal fornece-se o conhecimento dos factos urbanos na relação com as práticas
sociais e de poder dos quais emergem e reemergem. Perseguindo este objetivo, apoiado pela
instrumentalidade da história, sem determinismos, procura-se a justificação, reconhecimento
e esclarecimento retroativo das formas da cidade existente.
Assim, a investigação aqui apresentada faz uma análise ao tempo longo da cidade, à
sua evolução, consubstanciada em sete ordens histórico-espaciais, desde a fundação romana
da Guarda até ao ano de 2010. Na busca da inteligibilidade desses tempos, a
instrumentalidade da história e o uso de um laboratório de representação foram
determinantes enquanto ferramentas de projeto.; It is from the understanding of the relationship between City, Architecture and Project that
the question of the research here presented arises: What project for the city of Guarda? It is a
question that has an underlining understanding of the city as a collective cultural and political
project, where architecture is its material expression, revealed in its many diverse shapes,
built in multiple times. This study begins with the ontological condition of architecture,
which has been defined since ancient classics. Its starting point is the concept of project, as an
essential tool to the knowledge and spatial organization, through which architecture acts in
the mediation of contingent reality.
The answers presented by architecture, especially since the 60’s and the Italian school, made
the importance of the idea of the city re-emerge, in the face of the questioning about the
accelerated urban transformations of the post-war period. The attention to project and the
need for its historical reading is emphasized by Rossi, Tafuri and Aureli. With different goals,
these authors, respectively, decide on the project and the clarification of the conditions of its
exercise, for the political project and for the formal project while also political. But essentially
as a form to fight the contemporary processes of making the city, namely through
urbanization. However, the city projectual reading is made from its shapes and spaces,
besides its motivations, ideologies, apparatus and speeches that make each historical
moment, in fact as Lefebvre and Foucault clarified.
In the urgency of a thought about Guarda, the city is examined with the main goal of
creating a place for thinking about its project, in its political while also formal dimension.
Thus, the knowledge of the urban facts is provided, in relation to the social and power
practices from which they emerge and re-emerge. Pursuing this goal, sustained by the
instrumentality of history, without determinism, it seeks the justification, recognition and
retroactive clarification of the shapes of the existing city.
Thus, the research here presented is based on an analysis of the city over a long time, its
evolution, consolidated in seven historical-spatial orders, from the Roman foundation of
Guarda to the year 2010. In the search for the intelligibility of those times, the instrumentality
of history and the utilization of a representation laboratory as design tools were decisive.

Title: Políticas de arquitetura na Europa contributos para uma cultura de arquitetura em Portugal

Abstract: A presente tese aborda a temática das Políticas de Arquitetura, procurando verificar a necessidade deste tipo de documento para a existência ou fortalecimento da cultura arquitetónica num dado país (ou região).
Através da análise de diferentes estudos de caso, procuramos compreender se a existência das Políticas de Arquitetura nesses países – França, Holanda e Finlândia – influem nas suas culturas arquitetónicas.
Colocamos a questão inicial se será necessária, desejável ou dispensável a existência deste tipo de documentos para a construção ou fortalecimento de uma cultura arquitetónica nacional?
Nesta pesquisa, refletindo transversalmente sobre o caso português, associámos ainda dois países que não tendo documento de política de arquitetura, refletem a existência de uma robusta cultura arquitetónica própria.
Este contraponto terá como papel um duplo questionamento, que nos permitirá construir uma visão sobre o caso português e do seu possível futuro.
Partimos assim de um objeto de estudo, política de arquitetura, para analisar um tema, cultura de arquitetura, com vista a um objetivo: estimular a qualidade em arquitetura através da promoção da cultura em arquitetura.
Este objetivo ancora-se ainda na ideia da necessidade de fortalecimento do papel do arquiteto na sociedade e do reconhecimento do seu lugar nos processos de tomada de decisão.
A análise de documentos institucionais realizada cruza-se com a leitura, análise e reflexão sobre os processos subjacentes às distintas culturas nacionais, as quais se refletem nas especificidades das culturas arquitetónicas bem como nos documentos de política de arquitetura de cada caso estudado.
Contamos que através do mapeamento das variáveis dos processos de criação de políticas de arquitetura será possível encontrar as invariáveis que poderão ser a base da construção de uma estratégia de reforço da cultura arquitetónica nacional.
O estatuto de política de arquitetura, ao longo do nosso trabalho, é analisado pelas ações e decisões tomadas, as quais refletem estratégias políticas.
Entendemos que a ação política pode ser a do arquiteto, através do projeto, ao assumir um papel ativo na construção da sociedade a partir da sua área de saber. Revemo-nos na abordagem de Renzo Piano, para quem “o não comprometimento do arquiteto”, com o que discorda, é “a afirmação de uma moralidade”. Chama-nos a atenção para que, no entanto, “não pregue o arquiteto uma moral”, mas que “a projete, a construa e assim demonstre o seu verdadeiro compromisso não só ético, mas político”. (Piano, 2009, p. 139)
Em síntese, com a presente investigação situamo-nos numa posição de compromisso [no sentido do engagement francês], relativamente ao papel político do arquiteto.
Esperamos assim poder contribuir para uma atualização dos conhecimentos teórico-práticos deste tema ainda pouco estudado disciplinarmente, bem como para o fortalecimento de uma cultura arquitetónica em Portugal.; The present thesis focuses on the theme of architectural policies, trying to verify the need for the existence of such kind of document in order to create or consolidate the architectural culture of any given country (or region).
Through the analysis of different case studies we try to understand if the existence of an architecture policy in specific countries - France, Holland and Finland - influences their architectural culture.
We have asked the initial question " is the existence of such kind of document necessary, desirable or indispensable in order to construct ou strengthen a national architectural policy?
In this research, in a cross reflection on the Portuguese case study, we have also associated two more countries which, in spite of not having an actual architectural policy document, reflect the existence of a unique and robust architectural policy.
This last comparison allows a double questioning which will itself promote the construction of a vision of the Portuguese case study and its future possibilities.
Starting with the main study object - architectural policies - in order to analyze a theme - architectural policies - we aim at a purpose - achieving architectural quality trough the promotion of architectural culture.
This final purpose anchors itself in the necessity of strengthening the role of the architect in the society and his contribution in the processes of decision making.
The institutional documents analysis is intertwined with the reading, analysis and reflection about the processes of the different national cultures reflected in the specificities of their architectural policies and also in the specific architectural policy documents of each study case.
We have concluded that, through the mapping of the variables of the architectural policies creation processes, it is possible to encounter the invariables that may be the base for the construction of a strategy aiming to strengthen the national architectural culture.
Throughout the present study, the architectural policy concept analysis is focused on the actions and decisions that have been taken which, by themselves, already reflect political strategies.
We understand the architect can act politically through his project, thus assuming an active role in the society construction process by the means of his particular knowledge. We accept Renzo Piano ́s view – “the non commitment of the architect to what he disagrees with is already an affirmation of his own morality”. The author points out that the architect should not just preach a morality but build
one, thus showing his real ethical and political engagement. (Piano, 2009, p. 139)
As a conclusion, with this present study we compromise ourselves (as in the french engagement) with the political role of the architect, hoping we have contributed not only to updating the practical and theoretical knowledge of this uncommon theme but also the strengthening of a Portuguese Architectural Culture.
